Repost: Oxfam Weighs in on Water and Foreign Assistance Reform

Over at the ONE blog, Oxfam’s Porter McConnell posted an interesting piece titled “Getting poor people access to clean drinking water means reforming U.S. foreign assistance.  Really.”  The piece highlights the scattered foreign assistance bureaucracy that MFAN has been working so hard to reform to meet the challenges of the 21st century.
